As RichJames says, the lower drive is the crankshaft pinion, that does also drive the oil pump. It will be pretty stiff to turn naturally. It should move and you will need to align all the dowel holes and indicator marks to fit a new cam belt. The correct route for the cam belt around the pinions and idlers is embossed on the inside of the cover.
