My take on a RestoMod is that it is a rebuilt original but with better quality and modern upgrades.
Running gear modernised, electrics, interior, bodywork.
It is the opposite of restoring to original condition with original parts.
Not just modifying with bling, spoilers, wheels, wraps, etc that is the common route.
