I use RAM bits to mount the GPS via the scuttle bar. To mount to the scuttle I used a RAM-B-108B, It's mounted on the scuttle on the right hand side of the glove box, I found that this was the best location for various flavours of Smart phone, for a Tom-Tom it may be different, it is easy enough to have a play and find somewhere that suits.
The arm length I went for was the B-201 (3 inches measured from centre of ball to centre of ball). For various reasons I epoxied a Brodit mounting Plate to a RAM-B-238 and then use various flavours of Brodit powered mount to suit the Smart-Phone-Of-The-Month.
It all sound much more complex then it actually is.
Because of the nature of the RAM system you can adjust the arms as much as 360 degrees so do not really see the need for a flexible arm and vibration is not a problem.

For the sound problem I plug the smartphone into the back of the radio.
