Any chance of a picture? You say its on the vertical join line mid point on the cill where the front scuttle rear extension and B post rear frame join? If that's correct this is a know problem area as they are not correctly sealed here and water is sucked in by capillary action and there is always slight movement at joints on a Morgan when driving, this damages the paint and bubbling starts to spread. If this is correct it never seems to indicate a structural issue and can be locally repaired.
Inspect the cill from inside the car to assess any issue with water penetration damage to the frame(that's a walk away isue). The water penetration often comes from tracking down from the A pillar into the wing joint and following the wing beading. One of the reasons oiling the beading is recommended. protects and lubricates the area! Is the car private or a dealer example? If it's that good have it assessed and priced accordingly. ie. private, sale priced for correction. dealer to repair and rectify problem cause.
