This is a good point and where I agree with that sentiment is when the plate is car specific. If you can only use a plate on one car and have no plan to move it to another, I'd want to spend a lot less (or nothing) on a registration.
However, if the plate can be moved from car to car, well then that spend gets amortised (using man-logic) across all those vehicles it has been on.
