They've been doing with some things for a few years now. In 22 I bought a new Peugeot 208 tin top. The trim spec I bought had the sat nav included. But I found in the small print that this was only for four years, then I'll have to pay. I doubt Peugeot were the first. No adverts yet though!
You have to love (this aspect) of the rate of change in technology. As the free subscription expires Waze on a smartphone becomes the preferred and more effective choice. Hey they don't really care about that, its all about shifting the tin.
