I believe that at least part of the answer lies in the expected repair time. If it's going to be got take many weeks to repair a car, the hire costs of a replacement vehicle can quickly make an apparently minor repair uneconomic.

I'm guessing that maybe as the car was damaged very early on in its life, it was at a time when MMC had no capacity to offer repairs and no dealers could do it either? So the insurance company banged a Cat N on it so they could settle quickly?
