The baffles will certainly be an issue for you mate as they even make rinsing out loosened debris from the tank tricky, I really wouldn't waste your time with pea shingle or similar, boiling water and Steradent tablets are definitely the answer.
Actually, if I was starting again I'd probably just buy a new tank.

Given how cheap they are I did order one as a spare just in case I couldn't get Monty's original tank up to my OCD standard
However, I needn't have bothered as I'm super happy with how my original came up with the Steradent treatment, I'll now being laying down the new one in my spares store.
I do get the heater is on a flap arrangement rather than a traditional valve but I like to feel heat all the same, largely because I'm old school but also as it still proves the heater core has a solid column of coolant running through it.

As I say, I recommend we all take a look at our expansion tank condition as mine was in urgent need of a clean, so it's safe to assume others will find the same. In keeping with my policy of base lining Monty's maintenance schedule, I'm confident my flush, tank clean, and fill with fresh Prestone antifreeze and pure de-ironised water will now keep Monty's cooling system in tip top condition for the next 10 years
