I have a Librands rack on my MY23 car with spare wheel. When in place the rack bar just touches/rests against the tyre.
Just checked and the round disc fits into the spare then the rack plate on top.
One awkward thing is lining it all up so the T-bar goes into the screw base. I had to use spacing washers on the bottom mounts to get good alignment of the rack plate hole with the threaded mount hole in the wheel well. A small left-right adjustment. Slightly longer bolts needed but not much.
The spare tends to slide downwards so I use a a padded insert between the tyre and rear panel to keep it stable while screwing the T-bar in. The plastic panel the wheel sits on is smooth so the wheel can slip.
I suspect this mis-alignment might be why your rattling occurs due to the T-bar not engaging into the threaded hole? The T-bar needs to be aligned correctly or the threads don't engage cleanly and can get tight/damaged. The dropping wheel can pull it out of alignment.
Try screwing the T-bar in without the wheel and rack in place to check it goes in ok and a bit of lube will help. Also put some white/pale tape/paint round the hole for the bar to help see it with the wheel in place so it can be centred correctly. This is where the padded insert helps.
If the thread seems tight /damaged then get a tap to clean it up. From memory it might be a 1/2" BSW thread.
