In France some classics are only allowed to be driven in the Department they are registered in plus any adjacent Department, forays further afield requires a valid reason, ie Classic Meet, Race Meeting etc and upon presentation of proof to a jobsworth ( plus some euros) a permit may be granted

It used to apply to vehicles over 30 years old that have no registration document (carte grise) or have been imported and registered under a "carte grise de collection". It means that you can register a vehicle without going through all the rigmarole of conformity. The rules have recently been changed so that there are no territorial restrictions on where you can drive in france with such a certificate, and the MOT is only every 5 years.
