After many years of riding H.D.s as well as Nortons, Triumphs,and BMW's, I have never had a problem with overheating. Admittedly, I don't live in the South or Southwest, nor do I do much urban driving. Still, I just wonder if this is really necessary; just saying. I also understand that the S&S motors are tuned very lean to pass California standards, hence the discolored pipes after 25 miles. Lean and air-cooled, not a good combination. Any opinions?

I agree, I believe they're tuned lean and run hot for emissions. Now, once out of warranty, I think some special tuning and mapping would set things right.
Just a quick update. Early cardboard aided design mock ups with information provided by the manufacturer looks like they will fit in the space behind the engine; with possibly the best arrangement being to separate the fans.
I have a set of fans on the way which should be here early in the new year and will then be able to firm up on a mounting.
Although not a big problem, I live in the nice cool UK and I have had the skip fire cut in on three occasions. Once in an hour long tailback creeping past Stonehenge. That time the engine really did not like it and really coughed and spluttered, skip fire did not seem to be enough.
My dealers suggestion; switch the engine off! Not so convenient in constant stop start.
I don't think they will be needed very often, but i would rather be able to switch them on for the short while and avoid a very hot engine.
For heat reduction check out a site that makes a product called of all things "Love Jugs". I emailed their web site and they claim to be engineering a bracket especially for the M3W. It (the "jugs") consists of two hi velocity fans mounted, one behind each cylinder. They have a couple of good video demos. Can Google their address.
