Registering in France can be dependent on the prefecture you use. Some are more helpful than others. You seem to have got your car registered without paying the rather expensive fees to the importers in France. You can register at any prefecture, not necessarily your local one, could you please advise which prefecture you used. FYG mine is a 2014 +4 LHD in Gironde

Things may have changed quite recently. I was provided with a certificate of newness dated August 2014 which shows Make - Morgan, Model Plus 4. The certificate of conformity shows Make - Morgan, Type 2000, variant A, version A2, commercial name: Plus 4. The European type approval was issued on 03/03/2014 and if anyone is interested the full type approval number is given. Both certificates were signed by Verity Norman, Sales Manager at Morgan Motor Company.
The UK registration document doesn't have anything against the model type, neither did my last car, but at least this one is described as a convertible whereas the previous one was a coupe.

What about the arp4 :it seems that the coc is for a plus4

what is indicated for the power 224 hp or 155 hp. I may

have problem with the insurance company

I don't know exactly what the internal proceedures in Morgan are for this but I will make some guesses.

The car, at least on paper, is a Morgan Plus 4, it is then transfered to Aero Racing who fit the more powerful engine. So, in effect, the more powerful engine is an aftermarket fitting.

What you may be able to get from Morgan's homologation engineer is a letter which states that there is no technical reason against the fitting of a more powerful engine such as the Cosworth model number xxx to car VIN xxxxx.

Does the ARP4 have full OBD2 diagnostics? This may be an important requirement in some countries, Germany for example.
