Yes, quite common. Search for "sheared rectifier bobbins." I have found a Harley oil tank mount bobbin that has lasted me quite a while now. I can try and get you a part number if needed. Or you can have the rectifier moved to a new location.

On the old chassis i put it without bobins And fixed directly on the fron chassis It works very Well

It's a known problem that has been resolved by Morgan on later M3W's. They repositioned the mounting on the chassis, the earlier cars like yours are on the engine. There are better quality rubber bobbins (anti vibration mounts) available that reduce the wear but basically they are reduced to powder with vibration, as you have found. It's not an oil cooler by the way but a rectifier/voltage regulator unit, hence the wires going to it rather than oil pipes.

Change them for Caterham exhaust bobbins. http://www.caterhamparts.co.uk/product.php?id_product=1075Mine have now done about 4,000 miles and still look as good as new.

When you have changed the bobbins, secure the whole package with a long tie strap.

Coat them in silicone rubber treatment regularly they'll last longer

Thanks for all the advice. I feel a fool that I assumed it was an oil cooler. Don't feel a fool , I hadn't a clue what it was when I got my car . I soon learn't when it needed replacing ! It's always fine to ask any questions on here

Whilst on the subject of the rectifier, it might be a good time to issue a reminder to make sure the earth wires are properly grounded to the chassis, by scraping the paint back to metal directly underneath the eyelet. Put a thin film of Vaseline on to stop it rusting.
