Yes, the engine is a Rover M16.
I have to say that I did not check the relay. The pump was not spinning but there was power at the terminals to the pump when I turned the ignition on. So I concluded it was not the relay but the pump. Furthermore, the fuse to the pump had blown and I felt that an attempt was being made to run a pump that was jammed, which pulled too much current. Finally, having removed the pump I put 12 volts across it and it did not spin; it made a feint noise as though it was jammed. I thought this supported my conclusion that it was the pump.
Was my thinking OK or should I investigate the relay? How do I check if the relay is OK?
