I'm not registered in FB so I had to ask my kids to open the video for me:
I truly like this action! Surprised that the cop allowed to drive away with limited sight and dropping all the paper but not properly disposing the stuff.

the cop should not have let him drive off, he could easily kill someone with that obstructed view. The cop is even on a Motorcycle, he should be thinking of how dangerous that is. Hopefully another cop popped this guy before he got too far. My father is handicapped and has the special license plates. I think people that are not disables and park in those spots are the lowest form of life... /rant

That is brilliant! Either he suddenly had a mirracle bestowed upon him that made him able to walk again or he's an arrogant c*ck. Aggreee also, that the copy shouldn't have let him leave until he had a clear view out of all his windows as he couldn't possibly see and nearly caused a collision. I would also fine him for dropping litter. Great to see there was a large crowd to embarrass him even more.

Absolutely brilliant. Gambalunga - Translation? TIA Wherever it is it is not Italy. I don't know the language and the road signs are a little different. I have done a google search for the insignia on the cops vest and I think it is Fiscalização which seems to be the Brazilian equivalent of the Italian Guardia di Finanza (tax police) and, if that is the case, he would probably be reluctant to get involved in a traffic matter. I agree with one of the comments: it is a little exaggerated and the car was driven off by a very agitated young man with very limited visibility out of the car. Quite dangerous really, not to mention the littering aspect.
