My tacho did this after about a year, eventually the fault hardened and the Multi-function (relay) Unit was replaced.
I still get the sticking needle when I turn the car off. It clears if I turn the ignition switch on the off, so I no longer worry about it. To me it seems as if something is not earthing when the ignition is switched off.
