That's clearly damage and not a manufacturing defect. I think the factory export the cars with a longer bolt through the quick release boss to avoid the wheel being stolen or lost from the car.
I'd hazard a guess that between the factory gates and your eager hands upon delivery, 'someone' has attempted to get in & out without the wheel being removed & caused the damage.
It may also be that someone has pushed the car using the wheel to steer & pushed or pulled too hard.
I believe all cars leaving the factory with standard QR steering wheel have the longer bolt in to disable that feature. When functioning normally its possible to refit the wheel only partially. I was told an early customer managed to accidentally loose the wheel as a consequence whilst driving

leading factory to later secure it with bolt, although dealer removed mine at PDI.
