with the system at pressure that makes little difference as the header tank is then a dead end.

Yes but there is flow back out of the header tank. Watch the flow with some revs on. I can't help thinking that the heater would get hotter if it had preferential flow.

You could office plate it to restrict flow to the tank.
Must admit I have never watched it.
