It's OK. Hammond wants to reduce the VAT registration limit to £20,000. That will make up the difference. I really should keep more up-to-date with current affairs. I have genuinely only just realised that you're not referring to Richard Hammond. ~iw There are also two Mays if you didn't realise. One has a strange hairstyle & dress sense and fixes things, and the other has a strange hairstyle & dress sense and screws things up..............

I thought the ANPR system had put a stop to all these untaxed/uninsured vehicles on the road?

Of course those of us who have vintage Morgans pay no road tax on them....we have 3 mogs 1 is road taxed and a mondeo road taxed too...we can only drive 1 car at a time so why tax the mondeo and the morgan...surely I should only pay 1 road tax ?

Well, the old way wasn't free.
Every hour, 7 days a week, an HGV full of paperwork turned up at a dedicated paper handling centre. And that paper was then processed, for around 30 million vehicles a year. I can well believe it might have cost a couple of million a week to run. Or more. They send me a reminder in the post, why should it cost any more to send out a tax disc instead ? The online bit will remain online.

The DVLA data base is wildly out of date, who is supposed to enforce it ? there aren't enough police officers to deal with current crime levels and road traffic collisions and offences let alone become tax collectors. The DVLA aren't able to monitor every ANPR camera in the country and even if they did they don't have sufficient enforcement officers. It's a complete cock up, never was going to work. Someones head should roll.

ANPR is a good tool but has limitations. In our Ops room at Police HQ the cameras were all linked to a single console. The main targets were vehicles with a marker for some reason, known drug dealer, stolen, particular suspect surveillance etc.. There are insufficient resources to deal with every hit. So, an automated system would be needed to manage the “simple” transgressions for MOT/VED/ insurance. There would also need to be a filtering to ignore some fehicles for police defined reasons such as ongoing surveillance etc so as not to jeopardise ongoing investigations. The ping for such vehs would be added to intel logs. I would not be unhappy for speed cameras to also have the tech to administer the system, not just speed.
