Less risky and easier than forging bank notes as your customers will all know what they are buying is illegal.

"Sticker" would surely have an RFID tag embedded with car details (RFID cost about 10p). That way your traffic wardens don't need to read the sticker, just scan it... of course someone could clone / write the RFID too, but they shouldnt be able to hack the central registration database (comparing vehicle type, insurance status).
