I am about to replace the lower (Easy-up) hood mount Tenax studs with a sturdier alternative. This will entail screwing into the ash frame. To seal the holes and to prevent water penetrating into the ash via the screws I’m intending to use an outdoor silicone sealant. My question for the experts out there is: is this necessary and if so, what sealant would you recommend?

I think I would use an outdoor no nails solution in the predrilled holes. Will help hold it firm. Seen builder's use it.

I simply used a white silicone grease on the threads of the screws: I used a Tenax stud that is fixed by 2 screws through a back plate, so if the stud brakes again it is a simple repair. Like this. http://amzn.eu/d/dYTJfsKOf course I never broke the stud again! It also meant I didn't have to remove the broken screw from the wood....

There's evidence of clear silicone sealant from the factory on the door furniture screws.
Just beware that some sealants might react with the paint........

Ah! Wise solution. I did not put any silicone around the screws, perhaps I should have. I do not know which type of stud you have ordered, but I put on one with a circular base plate, as I recommended to you. Underneath the plate I put a home-made gasket cut to size made from a bicycle inner tube. Protects the paint and should be sufficient to prevent water ingression. But of course, silicone in addition wouldn't hurt.

If you use silicone then get the “neutral” version. Beware the one with acetic (vinegary smell) content as that could affect the paint. I fitted a tenax to my car with the 2 screw version, made a thin rubber gasket from some rubber strip and put candle wax into the pre drilled holes. The tenax replaced a press stud that never stayed in place. The hood is a very tight fit and the fixing was slightly out of best location putting too much strain on the press stud.

This is what I would use, it’s stronger than silicone.

This is what I would use, it’s stronger than silicone. I think the use of silicon was as a protection between wood and screw Craig....rather than its adhesive properties. Personally I’d just grease the screw. The factory doesn’t bother.
