A desperate long shot…. Sometimes relays can become sticky or lazy through lack of use. Start the car and take the engine up to around 1500rpm to get a healthy voltage out of the alternator to give the relay the best chance of working. Switch on headlights and then rapidly press the fog lights many times. If it is a sticky latching relay it may just come back to life.

Bad tidings? Possibly the pcb board is U/S, a well known fault. £500+ if you can get hold of one that is.

Did you test the fuse, electrically, or just look at it?

My aircon switch stopped working - exactly the same problem... illuminated when pushed in but did not stay in.

B&C fixed it by removing the switch and cleaning it. Works fine now.

One other thought —- could l solve this issue differently by putting new wiring loom, switch ,fuse etc in that is independent
of the fault wherever it is ie a dedicated one off switch and power from battery direct etc for the fog lamp.
Surely that would be legal for the mot ?

yes, you could do this but switch needs to have a tell tale when in the “on” position i.e. the switch itself lights up or you have a separate dash indicator light that comes on with the switch.

I'm only guessing but doesn't it have to be linked to the headlights on modern cars so it only comes on with the headlights and goes out when the headlight is switched off.

Only a thought, others will confirm or refute.
