The text is helpful but it also fudges things:

Item 2 reads:

(2) For the purposes of paragraph (1), a reasonable excuse includes the need—

The word "includes" must make things very difficult from an enforcement perspective.

Through the British Horse Society, we know that additional reasons include the need to care for a horse in DIY livery.

It's one week now we are home, back from south Mexico shortened holiday trip. Not in the mood to start the engine... but today, done it, started in a few seconds despite one month sleep.. then ten meters in reverse in my garden alley, then ten meters in first gear back to garage. I am not sure gendarmerie will consider ok the use of a classic for essential shopping... and my VW is obviously more reliable than my fantastic morgan. Not necessary to put people at risk in case of fail, moreover taking in account the arrival in crowded airport one week ago.
Stay safe at home and wait, guys... time to clean and polish our car!

Paul,

thanks for supporting my argument that it is reasonable to drive to a DIY Livery yard. We make 2 return trips a day, in the morning to turn out, muck out and chill out in the tranquility of the countryside. Then in the evening I go and poo pick the field, bring him in, feed him and repeat the chill out time.
Without those two trips we would both find being confined to the home harder.

It is our 43 wedding anniversary tomorrow, we would normally go out somewhere special for supper, but sadly we have to stay in and cook. Here's to the 44th, next year!

Not sure it makes much difference what car you use if you have to get food in?

Peter - under the Animal Welfare Act if you keep livestock they must be visited once a day otherwise you could be liable to prosecution although this is highly unlikely, which vehicle you chose to do these runs in is entirely your choice. We know you put a bale of hay on Tarka's rack so all good. Animal Welfare
I worked alongside a State Vet that wrote quite a lot of it, a really lovely chap who really cared passionately about the work and great company.
