I am not sure. The cycle shop sourced them for me and I never really paid attention. They seemed to work fine but I will see if I can find out.

They sell inner tubes fitted to the alternative motorcycle tire 110 90 19 so was wondering if people are using the blockley tube with the tr-11 stem which I suspect is a bigger tube or use a fitted motorcycle inner tub with a tr-4 stem?

Mine , both sets, have tr4 stems with threaded metal stems with hex nuts holding them in place.

I mount my tires and I do the static balancing on the TW by pushing back the brake pads, the wheel turns by itself the unbalance is at 6 o'clock, it is enough to put adhesive mass at 12 o'clock with precision 10 grams, 0 vibrations while driving.  +1 on this I do actually have a set of balancing cones that were used successfully once when I got to more or less mount them and the wheels on the balancing machine myself. When "used" out of my sight they produced suspiciously rubbish results. I do now have a pair of adaptor sleeves to put the cones on my old static balancer and will give that a try at next tyre change.

I looked at the Blockley's that were linked above description says 400 x 19 "Centre/Side" TR11 Blockley Superior Metal Valve Inner Tube and the "centre/side" is confusing to me.

Well, the wheels are definitely an offset valve arrangement but no clue about the design of the tube. Is it even possible to put a tub that is CENTER valve into an offset wheel?
