That seems to be the going rate for grid quality E marked units. There are things on eBay for a lot less but I would question the quality.
The Wipac units are £399 + VAT and shipping from Better Car Lighting so these units from SVC represent a saving.

I really can't see a problem with basic OE wipac headlamp units upgraded with proper H4 fitting LED bulbs, £100 ish, no MOT issues, easily reversible if needed & a bit of black tape for European tours, plus looks Classic
I'm sorry but angel eyes & other modern lamps just make a Trad look weird
