The simplest solution might be to get a different set of tyres with a much deeper aspect ratio. That 'might' be enough to give you a couple of centimetres? Otherwise I imagine it's going to be suspension work.

Inflating the tyres to a higher pressure might help.

I have just changed the tyres on my plus 4 2013 to 65 aspect ratio in lieu of 60 which is standard for the car with 15inch wheels. This gives more ground clearance (about 10mm I think). Bob.

A new set of rear springs would probably give you a decent lift at the back, cheap to buy (under £300 plus Brexit tax) - simple but time consuming to fit.
I don't know enough about the front end, but there's bound to be some form of spring change that would give you a lift.
9cm does seem a bit low - just been out to measure mine (albeit a '72 4 seater on new rear springs and big fatty tyres) and I've got almost double that clearance between the bottom of the chassis rail and the floor (17+cm).

My AERO Plus 8 would not pass at all, the silencers and sump plate are all less than 8cm. It seems that the Belgian MOT people are retrospectively applying modern regulations: all new cars must clear 10cm. But so far it is not part of the UK MOT.

My road has a primary School, so is a 20mph zone, with speeds humps all the way along. I don't think I'd get in and out with 8cm!

For comparison Tom, my 2011 plus 4, (38000miles) with 195/60 tyres inflated to 22psi on 15 inch wheels has 9.3cm measured to the bottom of the bell housing.

195/60 x 15 tyres have a diameter of 24.21". To get a 2cm raise, you're going to need at least a 2" increase in diameter. 195/70 x 15 tyres are 25.75", 195/75 x 15 are 26.52" Useful tyre tool as an indicator - Tyre Calculator
