Getting closer...Hannes & Image. That is the best I can do. First thought was Mongolia, but they have different grassland type. Namibia has got similar grass in deserts, but hardly snow on the mountains.

I won't be too cruel. it's at Lagunas Miscanti and Meniques with Volcan Miniques behind. Stunning place at about 4500m up on the edge of the Altiplano to the south of San Pedro de Atacama.

It does indeed, particularly if you go straight up there the morning after arriving like I did! Bit of a mild headache and an inability to walk quickly was as bad as it got and it went away once I'd dropped about 500m back down.
