Will Morgan be implementing the new mandatory on new cars after June 2022 or is this only on new models and not new car sales?

A bypass for the limit will be out before June 22, you can be sure of that. In fact some one will be working on it right now.

What are they limiting cars to? Is this GPS led?

They are going to limit the cars to the speed limit of the road you are on using a combination of GPS database and road sign recognition as far as I understand it Autotrader articleI was just wondering if Morgan being low volume would have to adhere to this?

https://www.rac.co.uk/drive/news/motoring-news/mandatory-speed-limiters/“ISA systems do not automatically apply the brakes, but simply limit engine power preventing the vehicle from accelerating past the current speed limit unless overridden.” To make the move more popular, the ETSC proposes an on/off switch to be included at first, which would allow the system to be overridden by pushing hard on the accelerator. This override would allow motorists to speed up should circumstances need it, and could mean that stricter rules could be introduced in the future. The ETSC also suggests that “if the driver continues to drive above the speed limit for several seconds, the system should sound a warning for a few seconds and display a visual warning until the vehicle is operating at or below the speed limit again.”

i have found that GPS based systems (eg TomTom, Google etc.) are not necessary a) accurate, b) up to date. Agreed none of the GPS systems I use are always accurate wrt speed limits. I suspect the courts though will not allow the computer said yes as a defence.
It could also be dangerous if a car decelerates incorrectly e.g. on a dual carriage way where the 50 mph limit for roadworks has been removed but the GPS is not up to date.
