If the car has a brake servo make sure the servo has not failed ie clamp the vacuum pipe to the servo.

When you come to re-tune your Weber you may find this useful:

Just wanted to update the status of this problem, just in case somebody else draws a blank with all the great suggestions and links that were provided.

It turns out that the arm that connects the throttle mechanism to the weber was slightly out of alignment - moving this back to the intended alignment solved the problem .

As always, I'm very much a newbie on all things mechanical and your patience and encouragement provide a huge motivation for me. I probably would have thrown in the oily rag at this point if it wasn't for your help

Well done in solving the issue, most times the revs running high is something in the throttle mechanism sticking, etc. You may want to check that the return springs are still strong and working correctly as they keep things tight and stop erratic movement, the best set up is two springs one inside the other.

Thanks, great suggestion, the current ones are looking a little old, I'll add those to my next order .

A quick follow-up question - is there a specific need for a Morgan type spring or would any general spring approximate to being reliable for the job

I found these on Amazon "Spectre Performance 4700 Throttle Return Spring"

Have had the same problem on our 73 4/4. That little bracket is a poor design. The problem creeps up every few years. I really need to design a better piece to fix it permanently .
