Kind of you to say but I am not certain I qualify as the board leader on this! My commutes into London were mostly done on Train, it sucked just as much but without the benefit of being able to prepare and use the private space/time in the car. Waze has been pretty good at warning you of these evil traps if it helps. I am not certain if it can keep up with all of them though.
H&F as well as Kensington have historically made public comments about wanting to drive non-essential traffic out of the boroughs by any reasonable means. Low traffic neighbourhoods (LTN) has been a new program working across a lot of London in recent times. A quick giggle search found this article
https://www.theguardian.com/news/2021/mar/25/traffic-wars-who-will-win-the-battle-for-city-streetsI share your "what the hell happened here" experience of the changes. My recent visit to LHR to collect someone brave enough to fly in gave me some similar moments and I am still nervous of something arriving in the post. All the outer transit roads around the fence and tunnel have been plastered with speed cameras. Irony of them being so keen when the roads are empty is not missed on me. Cameras everywhere and the limit dropped to 20mph everywhere, arses.
Also beware of the new parking tricks. No barriers or tickets, you just drive in (past the cameras recording your reg) and if you don't realise that you have to pay and just drive off you can expect the same.
Best I can suggest is that you check that the markings on those locations are clearly posted. If the signs are not up and clear (overgrown trees, missing on entry area etc) then it can void them. I believe most of them are secured using 10mm nuts and if found missing you can claim the issue? Allegedly. Is it worth a trip up to photo the missing items in order to cause them a problem with the ticket (and perhaps others who have been stiffed) ?
Is this site any help ?
https://parkingmateuk.com/penalty-charge-notices/local-authorities/hammersmith-and-fulham/ I used this one once
https://www.admiral.com/magazine/guides/motor/how-to-avoid-parking-fines It turned out the street I got a ticket on was not correctly certified so I got it back. I was advised to pay it and then claim it back which I did to avoid escalation and costs. Pay it during the "half price £65" period then claim if you have grounds.
Hope this adds some value for you. It seems to get worse and worse, especially if you are an out of towner.
