I think when you join the MSCC they pass your details over to the regional centre. That's what happened with me.

I believe MSCC are giving a free 6 months membership and when they have joiners Gill Bevan membership secretary does indeed send new joiners, these are also listed and welcomed in miscellany.

It was on used cars as well last year...unless they have discontinued it.
