That's not possible because wire wheel hubs fit onto an aligning taper leaving them necessarily proud of the brake drum face as with most wire wheels. The four setscrews holding on brake drum are more than adequate if correct washers are used and they are tightened sufficiently.

The Wire wheels definitely stand off the rear drums & even have a concave inner that does not hold the setscrews in place, if you service the rears best to replace the little star washers with new & add a drop of blue loctite

May be worth mentioning to the uninitiated that the linings are of different thickness. The leading shoe does more work when braking as the rotation of the drum pulls it even tighter to the braking surface and increases the braking effect.

I have no idea of how many sets of rear brake shoes I have fitted in the fifty or more years I have done so but never noted a difference in thickness of lining material until Richard V6 put me right..!!!

As for the OP`s drum coming loose... Perhaps like me whoever fitted the brake drum last had not worked on a wire wheeled car before, and just nipped up the set screws securing the drum thinking the wheel played a part in securing the drum to the hub as it does in a "normal" set-up, and where over-tightened screws ever tend to seize and can create issues when trying to remove them at some later date..?

A replacement wheel drum is apparently difficult to source at the moment. Just a shame that the drum that worked loose was beyond repair with holes for the four retaining bolts/screws becoming elongated.
