Bend the centre lug of the E clip outwards so it slides smoothly down the cone then when the two outers engage in he slot use a pair of mole grips on the hub flange to hold the wheel cylinder tight against the back plate then remove the tool and punch the centre lug into the cylinder groove. the bend to the centre lug does not have to be very much just enough to give a smooth transition down the tool.

A wipe of Copaslip on the cone helps too...
