Is there a simple method of getting the front wheels off without removing the mudguards. Looks very tight, or does one let the air out of the tyres? Must confess have not tried.

Just loosen the bolts that hold the mudguards in place. They will wiggle enough for the fully inflated tires to come off. Then don't forget to tighten them back up after putting the wheels back on! 
What's your mileage? Who cares. Is it practical? See #1. What happens when it rains? You get wet.

Just let the tyres down, no need to loosen or remove the mudguard
