I think you can still get prosecuted for riding furiously on the highway, a catch all law originally aimed at horse riders.

So far, the fastest anyone has run is about 27½ miles per hour, a speed reached (briefly) by sprinter Usain Bolt just after the midpoint of his world-record 100-meter dash in 2009.

It was because the support vehicles would have to break the speed limit to keep up with them rofl
