I believe cyclists can't be done for speeding as they aren't mentioned in the relevant legislation.( but they can be done for dangerous cycling in extreme cases)
I presume the WG haven't enacted the same ability to suspend the RTA as England .... that was the blocker for closed-road Motorsport like European-style Hillclimbs ... closing a road is a easy (Councils do it all the time for trivial roadworks) .... but even when closed the RTA (and hence the speed-limits) remained in force .... meant you could close a road for a mass cycling competition but not for a motorsport event ... that took an actual sitting of Parliament to enact a temporary suspension ... so fat chance of that happening ... last Govt amended the legislation so Councils could enable closed-road motorsport events for the first time (on the mainland as NI is a law unto itself .. quite literally 🙂) since the Kop Hillclimb incident in the'20s.
Sadly, other than a few vintage and restricted events, nimbyism, anti-car activists, insurance costs and MSUK regs have meant no 'proper' road competition has happened.

I went through a speed trap setup at the bottom of the A30 going into Yatley/Camberley many years ago. Bloke with a hairdryer looking a bit confused. Stopped further down the road. I was told I had been doing 43 into a 40 limit and would be contacted in due course (not old enough to have a driving licence).
They duly came around (mum had a fit and dad had a laugh at the speed I achieved) and tried to give me a borrocking. I did the nod with respect thing and then tried to work out if I could fit a speedo to my bike to beat it in the future.
Everyone loves a Morgan. Even me, unless it's broken again.

Well this did make me smile  and that's quite a feat on the BBC news these days...the folk in Wales may not be quite as amused.. We use the Railway Inn in Nantgaredig for our noggin. Side road just off th3 A40 towards Llandovery from Carmarthen. Not far away is the A4069 Black Mountain road. It was a popular road for drives! It now has a 40 limit with average speed cameras. It's still popular though. Last year we were up there in the Morgan. Passed some cyclists on the way up from Brynamman, got stuck behind a slow car the Llangadog side headed down and the cyclists caught up with us. There used to be a lot of rallying in the area but these days only non competitive runs. As for Carmarthenshire in general the cojncil have been more prone to 20 limits than surrounding councils ( Pembrokeshire, Cardiganshire, Powys). It seems there is no clear criteria so individual councils make their own decisions. Similar roads are treated differently. The Sennedd are pushing decisions back to the councils, washing their hands of it.

Cycles are not required to have a speedometer fitted so therefore not able to be reported for speeding.

One of the things the recent "AI" explosion has given us is some great photos. There is a great thread on Fishbook around Haggis. The posts are usually funny and accompanied with what I assume is an AI photo that has been well done. This one was not Haggis based but I thought it was fun. Rich ... it may be the case that this was back when standards were higher so even bike speeding was considered bad enough form for a Special to be no longer considered suitable for duty!
My guess is the loophole exempting bikes from speeding will be closed in due course ... improvements to bike tech and the seeming love Councils have for speed limits you could nearly break running may force the issue. Even if the Speedo issue proves difficult to implement then declaring that exceeding the limit will be automatic grounds for a dangerous riding ticket will do the same thing by default and cause riders to err on the side of caution

George ... yet another example of lack of enforcement bringing the law into disrepute ... we all see illegal private scooters using the roads and pavements with seeming impunity .... sadly it's just teaching poorly parented kids that the law is 'negotiable' ... doesn't bode well for the future.
