Not sure if air con was an option on 4/4 Barry. The 4/4 wiring schematic shows no wiring for such in chassis loom unlike +4 and Roadster. Having said that the fourth switch hole is probably fitted with a redundant switch just to fill hole as you suggest. In this likely case it could be used to control something else - front fog or spots for example.

If it's just a plain switch Barry it will not be connected to anything hence no light. Referring to my comment above your chassis loom will have redundant wiring already there for optional front fog or spot lights though should you wish to add them at a later date.

Barry on my 2011 4/4, if the switch is pushed to it’s on position just clicks. If you then put the heater fan on, it will then light up.
I believe it is a redundant air con switch.

Bear in mind Barry that a new generation of Morgan electrics came into being from 2014 onwards which certainly applied to Roadster and Plus 4, likely the 4/4 as well. The switches became electronically latching via a BCU (body control unit), toggling on or off with a single press. An LED within switch illuminated when it was turned on, at other times it illuminated in dimmed mode, hence my comments your extra switch is probably not connected.

The advantage of this form of latching was that any selection was dropped (with exception of hazards) when ignition switched off. Very helpful if rear fog lights or screen heat for example had been on immediately before.
