A splendid example of bureaucracy by the jobsworths. If you can keep SORN on a vehicle, why cant you keep zero tax on a vehicle. They might say that you could scrap the car and it still be registered if you did that - but so what? To check (automatically) whether there is current valid insurance perhaps.

They might say that you could scrap the car and it still be registered if you did that - but so what? Because, when you tax a car, the system checks to see if it is insured (& MOT if required). It is the only routine confirmation.

I don't doubt the system checks for an MOT (if required), but I've had a couple of instances recently that make me pretty sure it no longer checks for valid insurance.
An irritating anomaly is that you can retax your car automatically each year, but only if the rate isn't zero ... because there is no way of setting up a direct debit for £0! Until this year, we had four family cars of which three were zero tax. My old Mazda2 at £20 per year would quietly retax annually with no intervention, but I would have to go online for each of the other 3 to "buy" the free tax. I have filled in the feedback form about this more than once but never had a response.

I think a direct debit has no associated amount. You're authorising the recipient to collect the amount they want.
A fixed amount order is called a standing order.
So you should be able to set up a direct debit with no reference to the amount and the DVLA will take the correct amount i.e. nothing.
That's my understanding of the sitch.
Could be wrong of course, I often seem to be.
