After having had to fill the BB I realized why it may have been more or less empty. It is a time consuming, cumbersome process. I had a false indication several times that it was full. It looks like there is a long passage just inside the fill tube. If you fill too fast oil fills the passage and air can not escape from the box. Then the oil backs up and runs out making it look like it is full.
I ended up filling until over flow then putting the fill plug in and letting it sit a few minutes. Once the oil inside settled I repeated the process. When oil ran out of the fill port after it had a chance to settle I knew it was finally full.
I would guess that the kid at the plant was not as patient or thorough so as soon as he saw oil come out figured it was full and moved on to the next.
It should be one of the items checked during PDI. Why it isn't is a mystery. I would recommend any new owner check the BB oil before putting too many miles on their new toy.
