You have to laugh at the sheer bureaucracy of it all, or you'd go mad very quickly.
My youngest trains new motorcyclists on the compulsory basic training or CBT that they have to complete before riding on the road. The anomaly is that at 17yrs of age, you can only drive with an experienced driver alongside you until test passed. At a year younger 16yrs, you can half a morning riding around a tennis court and an hour wobbling around the road before riding off home with no-one and no Highway Code input.
What a crazy world, eh?
