@Andy... No, it hasn't: Ian's right. Rotating a Union flag 180 degrees about the centre of the face (so that the fly edge is on the hoist side, but without flipping the flag over) makes no difference to the design. It is symmetrical on the diagonals. Where it is not symmetrical is between the upper and lower quadrants of the same edge, so that if you fly it upside down (i.e. rotate it about a horizontal axis) the dominance of the saltire will be wrong.
Take a close look at the flag. The broad white diagonal is uppermost in the two hoist (left-hand-side) quadrants, but on the underneath on both the fly (right-hand) quadrants.
