Indeed... the car in question did go to North Cape. Some really rough surfaced roads there.
Are you writing from experience or is this supposition?
Based upon the route we took to the North Cape, this completely misrepresents the state of the roads.
Any damage caused by winter freeze/thaw was in the process of being repaired. The only rough surfaces we encountered were where the surface had been removed prior to replacement, or the road was under construction.
Some of the best roads were in the far north between Alta and the North Cape.
