I just downloaded the NHTSA regs. Once the M3W is federalized (let's assume it has been...pretty sure about that), it's up to MMC to make sure it STAYS compliant...NHTSA doe not reinspect or monitor unless made aware of some problem. States have the right to make sure it's actually NHTSA compliant when registering them. The "glazing" that it failed under IS about the windcreen. After reading the regs, my best guess (until I see the letter from Maryland to MMC...soon I hope) is that this is all about labeling. According to NHTSA the windscreen, tires, rims, brake hoses, etc. have to be LABELED showing they are DOT compliant. I'm guessing that's it because Maryland didnt spend much time with the M3W presented to them before failing it on "tires, brakes, headlights and glazing" and refusing to go any further in the examination. Anybody out there have the "proper" DOT labeling on your windscreen, tires, rims, brake hoses?
There was a recall for this issue of items not being properly labeled about a year ago, so MMC is aware of that issue and is to have rectified it on all new vehicles. I found this post that I made about it back in 2014:
