I do remember a quote from,I think, an Australian politician it went something like this
" you are welcome in our country, but do remember it is our country - if you do not wish to follow our customs and laws, we have one particular freedom and that is you can leave"
Consequently I think ALL immigrants irrespective of origin should have a period to integrate with the customs and practices of the country they wish to live in - if at the end of that period they cannot demonstrate that they have learned the language properly and integrated, then they should have to leave.
If one goes to, say, Saudi Arabia for instance, you have to conform to their way of life, why should we be any different!
