I tried the We Want Any Car etc. Websites for a valuation on the Bongo. Reg. no. not recognised. Probably a spares or repair one and as Nick says probably nearer to £1600 than £16.000!
The DVLA web site has it taxed, MOTed, and first registered in November 2013.
