Google maps still works without a signal, provided you acquired the route while you had one! Just no route/traffic updates. There are standalone free satnav apps too which only need gps signal (but again no traffic). Finally get a downloadable flat map app like Galileo, and download before you go to a new country. For U.K. there is also GBmaps which has the 1:200000 road atlas.
