Exactly, they seem to have failed to identify this as an alternative readily deployed form of terrorism which is what it is no matter who carries it out. It's as effective as an RPG without the risk of discovery, straight into the fan blades on one of the engines at V2 and it's job done with the plane full of fuel.
That was the simple straightforward thinking that made 911 such a success from the terrorist viewpoint the plane was the warhead and delivery system. It was genius at work I hate to say.
