To me it was a “racing incident” unless telemetry showed Vettel to be at fault re accelerator or steering.
They are the only reasons I can think of to warrant the penalty.
Vettel was on grass and was lucky not to hit a wall.
The track at that point had no room to escape with a run-off and rejoining point.
Vettel's error under pressure occurred at the worst possible track position.
If he had hit a wall and taken Hamilton out then what penalty, if any?
I didn’t like the timing of the 5s penalty notification as it ensured Hamilton would leapfrog Vettel at the end.
The rules and application are the real problem in this incident.
In my view, unless telemetry gave clear evidence, then Vettel should have been told to give up a place. There was time to review telemetry and if Vettel gained advantage with telemetry not showing deliberate influence then the wrong decision occurred? Do the rules allow for different penalties? I think the giving up of a place is available unless the dangerous rejoining takes precedence.
