I have not measured the clearance but I can get my fingers under there so closely trimmed mounting bolts loctited in place and a flat cable should work fine. Emil just used a bed of silicone to hold and protect the cable but I see no reason why a thin aluminum strip bedded into the silcone to further protect the cable might be possible but maybe overkill.
The bonus for the fender lamps is that it makes fender location while driving more noticeable for us shorter drivers.
