Cooperman, the TUV regs are tough and they limit any changes to cars & bikes.
Rules are rules & culturally the Germans love a good bit of regulation especially in the North. It makes them feel safe I think.
When I lived there I would try to break one minor one a day as my own form or resistance but no way would I risk non approved parts on my car.
